Tests and measures are proprietary products generally owned by an individual or a company, so they can cost money and are therefore hard to obtain. Students are often asked to find information on these protocols, but is rarely expected that they obtain a copy. Many authors/owners of these measures are happy to provide a sample for student use (if they can be contacted), and there are other resources and tactics that can be used to summarize their methods, questions, reliability, and efficacy. In most cases, you can synthesize information from multiple sources; journal articles in psychology databases, reviews about a particular protocol, and handbooks on assessment methods.
